You will fill these spots in with epoxy wood filler; but if the wood is wet, be sure to let it dry first. Use pressure treated lumber to cut another joist for reinforcement, and, after the wood filler is dry, attach it to the original joist with lag bolts.
Your new deck board should be cut to the exact length and width of the original one, and treated with a water-repellent stain/sealer. After it is completely dry, put it into place, and fasten it to the joist, using galvanized nails or deck screws.
